How to prepare?

Hi
Now when Joomla 4.0 get official released I will start with my Homepage.
The "problem" here I will have up 1500 Railway Station where People should able to ask a Question.
How can, should I do it? Each Railway Station will be one Article.
Maybe in his Tree:
Home - Railway Station - District - "Railway Station Name"
There are 9 Districts.

If each of 9 districts contains N railway stations, it's better to organize articles into categories where each category is a district.
