... 2.5.28 or 3.6.5+ Will p8pbb work with Joomla 3.4.8 in the short term (i.e. can I put the migration from JFusion to p8pbb ahead of my step to upgrade Joomla to 3.6.5 in my website upgrade plan)?

If sites use different files (own server folders) - you need to install/upgrade on all sites. If sites use same files (share same server folder): - if sites use different tables for extensions list, schema updates and extension data - you need to install/upgrade ...
