The main requirement is that phpBB on each domain should display only own forums?
Can the phpBB users be shared?
I think it's possible to have single phpBB installation but display only certain forums depending on current domain name.

Virtuemart does not support multi-tenancy.
It's only possible to load its database tables from other site. So 2 sites can have same VM database data, sharing of all Joomla users is additionally required.
