It's bridge restriction. Joomla can't be loaded from subfolder.

No, Joomla should be in root folder: http://site.com/ but not http://site.com/web2

Usually cPanel creates subfolder for Addon Domains in website root folder.
Bridge require master site.com to be http://site.com and phpBB should be loaded via http://site.com/subfolder (e.g. http://site.com/phpBB3), same domains.

Bridge uses single Joomla installed in domain root folder and single phpBB installed in 1st-level subfolder. It doesn't support any other domains.
